SCHENGEN WHITE FOR SERBIA, MACEDONIA AND MONTENEGRO
The EU Council has officially admitted Serbia, Macedonia and Montenegro in the white Schengen list. From December 19, 2009, after a wait of nearly two decades, citizens of the three countries can freely enter the Schengen area for ninety days without a visa.
This decision was amended by Regulation EC No 539/2001 establishing the list of countries whose nationals must be in possession of visas when crossing the external borders and the list of third countries whose nationals are exempt from this requirement. The
Albania and Bosnia-Herzegovina have not yet completed all the necessary reforms for the liberalization of visas. The speed of movement towards visa liberalization depends on the progress these countries in implementing major reforms in areas such as strengthening the rule of law, combating organized crime, corruption and illegal migration and to improve the ability administration with regard to border controls and document security.
The residents of Kosovo can not travel within the EU without a visa.

The European Bank for Reconstruction and Development (EBRD) is planning an investment of € 150 million in infrastructure and energy projects in Macedonia in 2010.
Investment projects include the improvement of the railway section of Corridor 10 through financing 18 million € and a possible financial support for the construction of the railway corridor 8. The priorities for the country are building the infrastructure for the supply of gas and a gas station near Skopje.
The delegation of the Board of Directors of the EBRD has visited the country said that the climate for business is improving and that there are good growth prospects for 2010.

The Alpine - Swietelsky, won the tender for the construction of 165 km of high speed rail in Bosnia-Herzegovina.
The project value is approximately EUR 85 million and will be financed by the EBRD and EIB. With this investment, the speed of trains in the reconstructed sections will be doubled to arrive at about 122 km / h.
The project should be completed by 2012.

THE ORIGIN OF THE GOODS
The need to determine the origin of goods in commercial transactions between countries is important not only for commercial purposes, but also to ensure proper application of customs taxation.
The Community rules of origin are contained in Reg n.2913/92 EEC and EEC Regulation n.2454/93 (Provision of the application of the Customs Code - IPC).
There are two different types of rules of origin:
- the rules of preferential origin ;
- non-preferential rules of origin.
preferential tariff measures are contained in agreements which the Community has concluded with certain countries or groups of countries and which provide for the granting of preferential tariff treatment, or are taken unilaterally by the Community for certain countries, groups of countries or territories. For all other trade policy instruments that are not functional to the granting of preferential treatment, but the application of discriminatory measures commerciai, apply non-preferential rules of origin.
Therefore, the general rule is that trade in non-preferential origin and applies to all products originating from countries with which the EU has no tariff agreement. In contrast, Community rules on preferential origin of goods involves the rules that must be met to allow goods to acquire this source, and then take advantage of the preferential tariff measures such as reduction or exemption of duties. All 'Article 24 and 25, however, are set out the principles for determining the origin of the goods whose production involved more than one country.

" Goods whose production involved more than one country is a native of the country where they underwent their last, substantial, economically justified and in an undertaking equipped for that purpose and resulting in the production of a new product or representing an important stage of manufacture . "
The standard requires three conditions to determine the source:
- the substantial transformation;
- the business case and the real subject's ability to do this;
- the new tariff classification. Other
rules for determining origin are:
- the ad valorem percentage rule to determine the source of the goods, as required by the Kyoto Convention;
- the so-called "Roll up";
- the special rules: bilateral cumulation , regional cumulation, full cumulation, diagonal cumulation, cumulus multilateral, etc..
