The EC Regulation 1244/2009 of the Council of 30 November 2009 amending Regulation (EC) No 539/2001 establishing the list of countries whose nationals must be in possession of visas when crossing the external borders and the list of third countries whose nationals are exempt from this requirement. These changes are rendered necessary by the admission of Serbia, Macedonia and Montenegro in Schengen white list.

On 1 January 2008 came into effect the agreements on visa facilitation with five Western Balkan countries (Albania, Bosnia-Herzegovina, Macedonia, Montenegro and Serbia), which represented a first step towards a visa-free regime. With each of these countries has been initiated a process to arrive at the liberalization of visas, a journey to be realized through a Road Map drawn up for this purpose.

Western Balkans INVESTMENT FRAMEWORK (WBIF )

On 9 December 2009, the European Commission, the European Investment Bank (EIB), the European Bank for Reconstruction and Development (EBRD) and the Bank for development of the Council of Europe have given the green light to the Western Balkans Investment Framework to fund major projects in the Western Balkans.

The goal is to bring together and coordinate various funds and loans to implement the projects of primary importance for countries Western Balkans. Initially, support will focus on infrastructure, and then spread to small and medium enterprises to improve energy efficiency and other sectors. The

WBIF joint consists of a grant facility and joint lending facility to finance major projects. In particular, joint grant facility will be used to help finance the preparation and implementation of major projects in Albania, Bosnia-Herzegovina, Croatia, Macedonia, Montenegro and Serbia.

Projects will be selected on the basis of real importance for the country and the ability to support the priorities established by the Within the European Union accession process.

Financial assistance to SERBIA BOSNIA-HERZEGOVINA

The Stabilisation and Association Agreement and the Interim Agreement on trade between the EU and Bosnia-Herzegovina were signed June 16, 2008. In May 2009 the country signed a spending plan amounted to € 1.15 billion with the International Monetary Fund for a period of three years. Considering the international economic and financial crisis, Bosnia and Herzegovina has requested additional assistance community.

In response to this request, the decision 2009/891/CE, the Community has provided assistance to Bosnia-Herzegovina this macro in the form of loans to a maximum of 100 million € and a maximum average of 15 years. FOREIGN INVESTMENT IN BOSNIA AND HERZEGOVINA

The biggest obstacle to foreign investment in Bosnia-Herzegovina is the complex institutional structure. In fact, the territory of the country is divided into three entities:
- Federation of Bosnia and Herzegovina;
- Serbian Republic of Bosnia and Herzegovina;
- District of Brcko.

The political and administrative structure very articulate created high barriers to foreign investment and fostered a business environment lacking transparency.
